[applause] [speaking chinese] [applause] >> good evening, i am may, i was born in raised here in san francisco, and i live in bay-view hunter's point. i am an eighth grader attending ali alice fong yu, we are given a great experience to learn chinese. in my grade we have seven subjects, math, social studies and candnies -- cantonese and mandarin. the help and support i get from the teacher and staff. when i have problems with homework or class work or projects i don't hesitate ask for help. 90% of the time my teachers help me, and the other time is when they are absent that day. i think that my school has given you a jump start with my future, helping with social skills and diversity and many other factors in life. all of my friends and i went to great high schools. and after i checked, they are doing well. i want to continue to pursue my career in chinese. thank you to the help of alice fong yu and the teachers, thank you. that is being presented, which is the only one that i know of right now. thank you. >> president fong: thank you. any additional public comment on this item? >> my name is natasha, former first st. john's united methodist member at that location. i've never spoken at one of these before so i'm sorry if this is not actually relevant. i was administrative council chair at the time when our church was closed by our annual conference. and we made several recommendations for the property and all of them were something to be community based for the needs or the mission of the community, or the neighborhood. our annual conference deemed that we would not be able to take care of it ourselves, with the complexity of the problems with the building and the size of our congregation compared to the size of the building. and so we merged with another congregation on 7th avenue, park presidio. basically, wanted to reiterate that our -- as a congregation, our desire was for something for the community. and we really had no idea that something as appalling as a possible developer that might come in would disresp

alice fong yu didn't have enough student and we had to sell the program. and now we don't have to sell the program, in fact we are all sold out. i remember when students went to chinatown to practice the skills and the culture. and now students travel to china to speak the language and live the culture. and none of this it would be without liana szeto. i remember her tireless way to be sure of this success. and determined and still has tireless energy and still have the vision. only now she needs to see it in a slightly larger font. i am -- [laughter] i was going to take that out, but my staff said to keep it in. i am so honored to be a part of alice fong yu's past and present. and look forward to the future. many thanks to the students, parent and staff to make alice fong yu such an awesome place. i speak for all of us, truly no place we would rather be. congratulations to the afy school community and to liana szeto, our fearless leader forever. thank you. the whole neighborhood. thank you. >> president fong: thank you. is there any additional public comment? >> good afternoon, commissioners. my name is john waldchuck, trustee of the trust that owns the home next door, the 430 vincente. i have some concerns with regards to the anticipated construction. the drawings are sort of deceiving because it shows the back -- the rear of the house that is next door as a two-story portion and that is wrong, because it is a split level house. the back portion goes up five to six feet, and they are anticipating a -- going down and to keep the -- the roof levels adjacent to one another, they say they will be the same, but they'll have to be going down about 10 feet under that building to get into the foundation of their own building. so there's quite a concern. and i have not seen any soils study or engineering reports as to whether or not this is feasible, and what the consequence of it will be. there's a couple of side notes is that this house -- the proposed house is two to three times of the square footage of what is there now. and although they acc

for your time and that's my comments. >> president fong: is there additional public comment? seeing none, public comment portion is closed. commissioner moore. >> commissioner moore: i'd like to put to the record that this is a mandatory discretionary review, and the issues, which the residential design team has addressed are those typically addressed in a mandatory discretionary review. i want to say that i think the review is extremely thorough, creative, and supportive of those ideas that are important to us as a commission. i want to comment taking it down from the top, the 15 foot setback from the street is something which this commission has asked the department to consistently implement. it's not 11 feet. it's not 12 feet. it's 15 feet where it occurs on the street side of a property which is larger than two stories, because this particular setback should not be seen from the front. so it's really not an issue to question, but just to accept because this commission has used this rule and over the years had the department strong implement the same 15 feet wherever that type of cond

-- kristina wong and jennifer fong, the two people we work most closely with. we have a english learner program guide and we didn't have this before and it's also translated into english -- into spanish and conton easy and serves as a guide to our english learner family who is find coming to epc and to the district very intimidating and very confusing. we work with the ioc and the mpd, the multilink welpath ways and they have given us a great deal of support, and we have -- they do come as guests to our meetings and we learn a great deal from them, and especially epc because that's [inaudible]. that's an area where english language learners don't quite know what to do especially if they don't know the language and go to epc to try to get their child registered in school and epc as a result our requests has actually created written update the transfer process between schools so that it's in writing now, and this is really important because in many of the programs that are available to english language learners the folks don't really know what the procedure is to get into them, and we hav
